Mark DeCaro - Senior Partner Mark DeCaro, the Firms founder and Senior Partner, is the Principal of the Planning, Program and Project Management and Strategic Planning & Management Audits practice areas. Mr. DeCaro has eighteen years of business experience and has a B.S. degree from Spring Garden College, and an MBA degree from Widener University. He has extensive experience in the Electric Utility, Wireless Telecommunications, and Management Consulting fields. Mr. DeCaro is a member of the Project Management Institute, and the Product Development & Management Association. Prior to organizing M. Arthur Consulting Group, he has served in various management positions of responsibility in industry including Director of Project Management with a major telecommunications division of the 4th largest cable company in the U.S. He has been employed by Public Service Electric & Gas (PSE&G), Comcast Cellular Communications, Delmarva Power & Light (Connectiv), and Theodore Barry & Associates (TB&A Management Consultants). His experience includes comprehensive work in the following areas:
Specifically, Mr. DeCaro developed and implemented a Project Management organization and processes for new product development and major projects for a $500 Million division of a Company with annual revenues of $4.5 Billion. This included developing a Master Planning Model and forming (and Chairing) an Executive Oversight Committee to manage this organization's overall project portfolio, new product development efforts, and resources and priorities in tandem with strategic planning objectives. He has participated in industry association conferences as a panel expert on the management of new product development and product/project portfolio management. For this same organization, Mr. DeCaro developed a Strategic Planning Process Model which was described by the divisions President as "our blueprint for strategic planning," and assisted in the development of Organizational Vision, Mission, and Value Statements. He has also implemented management development programs such as a Career Ladder/Job Progression System, a company-wide Training Plan (executive through working level), and has conducted internal assessments of issues impacting businesses which resulted in recommending & implementing organizational and process improvements. Specifically, Mr. DeCaros project management experience includes the development and oversight of tactical implementation plans and project management implementation efforts for a number of major projects, most notably:
